Specialist – TMF & Utility Billing

Position Overview

We are seeking a highly skilled and motivated TMF Specialist with Utility Billing expertise to join our enterprise solutions team. The ideal candidate will possess 5+ years of experience in the Telecom industry, with a deep understanding of TM Forum (TMF) Open APIs and frameworks (SID, eTOM).

In this role, you will bridge the gap between traditional telecom OSS/BSS frameworks and modern Utility Billing systems (Water and Electricity). You will be responsible for designing, integrating, and optimizing billing solutions that support multi-play services, ensuring seamless revenue management and data synchronization.

Key Responsibilities

  • Solution Architecture & Integration: Design and implement billing and revenue management solutions integrating Telecom OSS/BSS with Water and Electricity utility billing systems.
  • TMF Standards Application: Apply TM Forum Open APIs (such as TMF620 Product Catalog, TMF622 Product Ordering, TMF678 Customer Bill Management, and TMF632 Organization Management) to standardize data exchange between utility frameworks and telecom platforms.
  • Billing Configuration: Configure and manage complex billing cycles, tariff structures, rating engines, and invoicing for water, electricity, and telecom bundled services.
  • Data Modeling: Utilize the TM Forum Information Framework (SID) to map utility specific attributes (e.g., meter readings, consumption metrics, grid topologies) into standard telecom data models.
  • Process Optimization: Align business processes with the TM Forum Business Process Framework (eTOM), specifically focusing on Order-to-Activate (O2A) and Lead-to-Cash (L2C) cycles for utilities.
  • Stakeholder Collaboration: Work closely with cross-functional teams, including Telecom Network Engineers, Utility Grid Operations, Product Managers, and IT Infrastructure teams, to deliver end-to-end solutions.
  • Requirement Gathering & Analysis: Actively engage with clients to capture their exact business requirements, translating complex utility and telecom needs into actionable technical specifications.
  • Technical Advisory: Provide clear technical clarity and direction to stakeholders, breaking down complex TMF architectures and utility billing processes into easily understandable concepts.
  • Consultative Solutioning: Analyze client challenges to propose optimal, scalable solutions that align with both business goals and TM Forum best practices.
  • Stakeholder Communication: Serve as the primary technical point of contact for clients, managing communications effectively to build trust and ensure alignment across all phases of the project delivery.

 

Required Skills & Qualifications

  • Experience: Minimum of 5 years of experience in the Telecom sector working on BSS/OSS transformations, specifically within billing and revenue management.
  • Domain Expertise: Proven experience handling Utility Billing systems for Water and Electricity (e.g., experience with SAP IS-U, Oracle Utilities, or similar MDM/Billing platforms is a major plus).
  • Technical Skills: * Familiarity with Meter Data Management (MDM) and Automated Meter Reading (AMR/AMI) integrations.
    • Proficiency in API integration (REST/JSON, SOAP/XML) and microservices architecture.
    • Strong SQL and data mapping skills.
  • Soft Skills: Excellent analytical thinking, problem-solving capabilities, and the ability to articulate complex technical concepts to non-technical stakeholders.
